Public Services Management Update: Tips closed

A quarter of waste tips in England have been closed since the beginning of the year, as private owners rushed to avoid tighter pollution controls, a Friends of the Earth survey says. In the event, the Government indefinitely postponed controls that would have come into effect on 1 April.
