Flextech, the cable channel company with a 20 per cent stake in ITV licence holder HTV, is believed to be in talks with the US entertainment company Hallmark and telephone and cable company US West about a restructuring of money-losing Flextech's capital. TCI, the giant US cable company, is the largest shareholder in Flextech, and with US West controls TeleWest, the first UK cable company to float on the London Stock Exchange.
