WALL STREET made a hesitant start as rising bond yields and political uncertainty in Russia prevented investors from making new commitments. By midday the Dow was down 23.42 points to 10,690.61.

Russian President Boris Yeltsin kept world markets off balance after he fired his prime minister and the entire Cabinet. But some stocks posted gains - Advanced Micro Devices rose after releasing a microprocessor that outperforms Intel's chip.
