Lord Hill-Norton, Admiral of the Fleet, last night accused the Government of "sea blindness" over the expected appointment of an army general, General Sir Charles Guthrie, as Chief of the Defence Staff.

The move has deeply angered the navy, which has failed to secure the top job in almost 10 years. Lord Hill-Norton said: "This is bad news for the Royal Navy and bad news for the country." He added: "It is nine years since a naval officer was CDS and people in the navy are fed up with it."
