Derby took a 1-0 into the break after a penalty, given against Alex Marrow for handball, was dispatched by debutant Johnny Russell in the 44th minute.
Blackburn had edged possession during the first 45 minutes, as well as outshooting Derby 11 to 6, but failed to register a shot on target.
