Sir: In the immediate aftermath of the Gulf war, President Bush declared in his State of the Union address on 18 February 1991: "It is a very big idea: a new world order where diverse nations are driven together in common cause.... Only the USA has both the moral standing and the means to back it up". I hope President Clinton does not venture to repeat that assertion in his pending 1999 State of the Union address.
