Your support makes all the difference.Sir: Here is a "clear vision for the new constitution" you are looking for (leading article, 15 October): the House of Commons elected by first past-the-post, broadly as at present (but probably smaller); the Government formed by the party with a majority in the Commons, giving executive power and the legislative initiative to the largest minority in the country (again, as at present); the Upper House elected by proportional representation on a regional basis as a representative revising chamber with real power and democratic legitimacy to prevent abuse of power by the Commons.
Such a solution deals simultaneously with the PR problem, the House of Lords problem and the regional/devolution problem, offering a simple blueprint for a logical, balanced and lasting constitutional settlement which should satisfy everyone.
