Sir: Slobodan Milosevic was able to conduct his aggressive and tyrannical policies because of his supplies of heavy armour, stockpiled during the Cold War. Nato was unable to degrade this armoury despite intensive attacks over several months. Whilst this stockpile exists, there will always be instability in the Balkans. Should we not refuse Serbia reconstruction aid until a large amount of her heavy armour is destroyed and the power of her armies is brought into line with those of surrounding countries?
