with the lunatic fringe of the Tory party. Tony Benn advocated such an
institution in his 1991 Commonwealth of Britain Bill. Support for an English
Parliament, although small at present, can be found in both wings of the
political spectrum, right and left. England has a radical heritage dating
back to Locke and therefore English devolution is not merely a Conservative
approach. It should be pointed out that the Tories opposed devolution
per se until it became a reality.
