The Time Lord, who spends most of the time exclaiming "quite remarkable", has touched down in 2150, where the Earth is mainly rubble (tricky for the Daleks to negotiate) and the besieged citizens are quaking. Lots of vim and dramatic music here, but precious little polish or decent scripting.
