Following clues left by his vanished grandfather, young Arthur is transported to a magical kingdom of tiny, pointy-eared people, where he must fight a tyrannical villain and find the hidden treasure to save his grandparents' farm from evil developers.

Et-basically-cetera: venturing for the first time into animation and children's films, Luc Besson clearly decided it wasn't worth taking any risks with the plot, and the whole thing has a tired, second-hand feel.
