Redundant Fifties and Sixties offices are increasingly being turned into city flats rather than being threatened with demolition; the latest is the10-storey Downstream block, which forms a part of the mighty Shell Centre (1953-63) designed by Sir Howard Robertson and overlooking Waterloo International train station.
